OCF Regulations

The Director of the Office of Campaign Finance (OCF) administers the statutes under OCF jurisdiction pursuant to rules or regulations approved by its oversight agency, the DC Board of Elections and Ethics (the Board). All OCF rules are ultimately reviewed and approved by the Board. OCF regulations are housed in Chapters 30 through 37, and Chapter 99, of title 3 of the District’s municipal regulations (DCMR), entitled “Elections and Ethics.”

When the regulations require amendments, for example, as a result of the enactment of new law or the need for clarity in a particular process, the Board issues a “Notice of Proposed Rulemaking” in the DC Register. After a 30-day period and barring any additional changes, the regulations become permanent upon publication of a “Notice of Final Rulemaking” in the DC Register.
